compulsory 3rd party cover, which I presume you are referring to, covers the insured for personal damage to others. whether it is a cyclist or not is irrelevant, and implying that the costs of this insurance is higher, or perhaps should be covered by the cyclist by them 'needing to be registered', is up there in the top 3 ridiculous things I have read on this forum, perhaps even numero uno... (I haven't read the rest of the thread, so comments like paying for roads, etc are likely also mentioned, and may pip your comment for that top spot)
