You can't be serious, Shirley!  xD  As a DIYer - by definition, I am not a commercial manufacturer!  So I can't buy in bulk.

What do you mean by a "protective sheath "?  An earthed braided shield (which is essential, IMO) ... or a protective outer covering?

Firstly a foot ruler is only ever made to be 12".  If they made it any longer it wouldn't be a foot ruler! 

 

Secondly, you need to take care to use the correct ruler.  Imperial rulers are only useful to measure cable length in analogue systems.  So of course you can't buy them any more, because analogue went out with the dinosaurs!  Everyone knows that you need to use metric rulers if you have a digital hifi.
